Presiden Joko Widodo (Jokowi) telah meneken Peraturan Pemerintah (PP) Nomor 49 Tahun 2018 tentang Manajemen Pegawai Pemerintah dengan Perjanjian Kerja (PPPK).
Aturan ini membuka peluang seleksi dan pengangkatan bagi tenaga honorer  yang telah melampaui batas usia pelamar Pegawai Negeri Sipil ( PNS ) , untuk menjadi Aparatur Sipil Negara (ASN) dengan status PPPK.
Kepala Staf Kepresidenan, Jenderal (Purn) Moeldoko mengatakan, pemerintah menyadari bahwa saat ini masih terdapat tenaga honorer  yang bekerja tanpa status serta hak dan perlindungan yang jelas.
Moeldoko berharap dengan adanya skema PPPK ini dapat menjadi salah satu mekanisme penyelesaian tenaga honorer.
"Saya berharap skema PPPK juga dapat menjadi salah satu mekanisme penyelesaian tenaga honorer berbasis seleksi berbasis sistem merit sehingga mampu menyelesaikan masalah tanpa menimbulkan masalah baru," ujar Moeldoko, seperti dikutip dari laman Setkab.
Moeldoko melanjutkan, bagi para tenaga honorer  yang ingin diangkat menjadi PPPK tetap harus mengikuti proses seleksi sesuai merit sistem. Ini karena seleksi berbasis merit adalah prasyarat dasar dalam rekrutmen ASN.
Menurutnya, hal ini sama dengan seleksi di TNI dan POLRI yang semuanya sudah berbasis pada seleksi yang profesional.
PP Manajemen PPPK adalah aturan yang sangat krusial
Sementara itu, Deputi II Kepala Staf Kepresidenan Yanuar Nugroho menambahkan, PP Manajemen PPPK adalah salah satu aturan pelaksana dari Undang-Undang ASN yang sangat krusial.
Selain untuk penyelesaian tenaga honorer, aturan ini ditujukan sebagai payung hukum bagi mekanisme berbasis merit untuk merekrut para profesional masuk ke dalam birokrasi dengan batas usia pelamar yang lebih fleksibel dibanding CPNS (Calon Pegawai Negeri Sipil).
“Kebijakan PPPK yang diarahkan untuk mengisi jabatan pimpinan tinggi dan jabatan fungsional tertentu dengan batas usia pelamar paling rendah 20 tahun, dan paling tinggi 1 tahun sebelum batas usia pensiun jabatan tersebut,” jelas Yanuar.
Yanuar menambahkan, PPPK juga akan memiliki kewajiban dan hak keuangan yang sama dengan ASN yang berstatus sebagai PNS dalam pangkat dan jabatan yang setara.
“Fleksibilitas batas usia pelamar dan kesetaraan atas kewajiban dan hak ini, dirancang untuk memudahkan para talenta terbaik bangsa yang ingin berkontribusi dalam birokrasi tanpa terkendala batasan usia,” ujar Yanuar.
